What it's made of
Party GOAT Colour Powder (also sold as Colour Run Powder, Holi Powder and Gender Reveal Powder) is made in India, the home of Holi colour powder, from food-grade corn starch with added colourants. Before we chose our manufacturer, we tested colour powder from many factories in different countries and stain tested every colour. We ruled out any factory whose powder stained, or that couldn't confirm 100% food grade corn starch, with no industrial grade starch, or cheap fillers added. Then we dropped any individual colours that were more likely to stain. The range we sell is what passed, and every colour is independently toy safety tested for New Zealand, Australia, the US and Canada.
How it's dried and checked
Our colour powder is oven dried rather than spread out to dry in the open. Open-air drying leaves the powder exposed to dust, rain, birds and animals such as rodents and cats. Drying it in an oven keeps it covered, gives the factory control over moisture, and helps keep each colour bright and consistent from batch to batch.
We have visited and compared factories in India in person to see the working conditions and cleanliness for ourselves, and every batch is inspected at the factory by an independent quality control company before it ships. Read more about how our Holi colour powder is made and checked.

About the colourants
Each country sets its own list of colourants allowed in food and cosmetics, so the approved lists differ between countries. Holi colour powder isn't required to use colourants from these lists, but we choose them because they’re approved for use in food or cosmetics in New Zealand, Australia, the USA or Canada, and we update our formulas as regulations change.
Colourants make up only 1% to 2% of the finished powder. At that level the powder is not classified as hazardous under GHS, the US OSHA Hazard Communication Standard, Canada’s WHMIS 2015 or Safe Work Australia criteria, so it needs no hazard warnings, signal words or pictograms. Every colour is also toy safety tested to the standard for each market we sell in.
Neon (UV) colours
Our neon colours use a different, fluorescent pigment, at up to 5% of the powder, so the list above doesn't apply to them. Email sales@partygoat.com for neon safety information.
What our claims mean
- Non-toxic: the finished colour powder is not classified as hazardous (see About the colourants above). It is still not meant to be eaten.
- Food-grade starch: the corn starch is made on food-grade production lines by established starch manufacturers.
- Toy safety tested: see Testing and certification below for the standards and what was tested.

- Hazard classification: not classified as hazardous under GHS, OSHA HazCom, WHMIS 2015 or Safe Work Australia criteria. No signal word, hazard statements or pictograms.
- If swallowed: rinse the mouth and drink water. Seek medical advice if a large amount is swallowed or symptoms develop.
- In the eyes: rinse gently with clean water for several minutes. Seek medical advice if irritation persists.
- On the skin: brush off the dry powder, then wash with soap and water.

Testing and certification
Toy safety
Party GOAT Colour Powder, including our neon colours, bags and squeeze bottles, has passed independent toy safety testing by a CPSC-accepted laboratory, to the standard for each market we sell in:
| Market | Standard |
|---|---|
| Australia and New Zealand | AS/NZS ISO 8124 |
| USA | ASTM F963-23 and CPSIA (total lead and phthalates) |
| Canada | Toys Regulations SOR/2011-17 |
Age grade: 3 years and over. Testing covered heavy metals, lead, phthalates, flammability and microbial cleanliness.
Asbestos free, and tested to confirm it
Our colour powder contains no asbestos. Asbestos is a naturally occurring mineral that can be found in some mined materials, such as talc. Our powder is food grade corn starch and colourants, with no talc or other mineral fillers, so there is nothing in it that could carry asbestos. We had it independently tested anyway, because we know it's a fair thing to ask about. All six regulated types of asbestos (chrysotile, amosite, crocidolite, anthophyllite, tremolite and actinolite) were not detected in any of the 16 colours tested. Method: ISO 22262-1, by polarised light microscopy (PLM) and X-ray diffraction (XRD), February 2026.
Allergens
Our Colour Powder does not contain dairy, egg, peanut or tree nut ingredients, and the factory where it's made does not process them.
Using colour powder safely
Colour powder is made for outdoor parties and events: colour runs, colour wars, gender reveals and photography. A few simple steps keep everyone comfortable.
- Use it outdoors.
- Protect eyes. We recommend sunglasses or safety glasses, and throwing below head height where you can.
- Take care with asthma or breathing sensitivity. People who are sensitive may want to wear a dust mask or stand back from the thickest clouds.
- Not for eating. Swallowing a small amount is not likely to be harmful, but the powder isn't to be used as food.
- Adult supervision for young children. Suitable for ages 3 and up.
- Before the event, moisturiser on skin and a leave-in conditioner or coconut oil on hair make washing the colour off easier.
- Afterwards, shake off dry powder outdoors, then wash. Full washing instructions come in every box.
Colour run powder questions
Is colour run powder non-toxic?
Yes. The finished colour powder is not classified as hazardous under GHS, OSHA, WHMIS 2015 or Safe Work Australia criteria. It's made from food-grade corn starch with a small amount of colourant. It still isn't meant to be eaten.
Is colour run powder safe to breathe?
For most people, yes. Our powder is food grade corn starch with 1% to 2% colourant, and it is not classified as a respiratory hazard under GHS, OSHA, WHMIS or Safe Work Australia criteria. Starch is treated as a low-toxicity dust, with workplace exposure limits set for people breathing it all day, every day. At an outdoor event you pass through short clouds of it. We're parents ourselves, and our own kids have been covered in it head to toe, along with us. Like any fine dust, it can briefly irritate the airways, so people with asthma or breathing sensitivities may want to wear a bandana or dust mask and stand back from the thickest clouds. Throwing from the shoulders down keeps most of it away from faces. If someone breathes in a lot of powder, move them to fresh air.
What is Holi powder made of?
Our Holi powder, also sold as colour run powder, is food-grade corn (maize) starch, which makes up 98% to 99% of the powder, with 1% to 2% colourants depending on the shade. The full list of colourants, with CI and CAS numbers, is in the What it's made of section above.
Does colour powder contain nuts, dairy or egg?
No. Our colour powder contains no dairy, egg, peanut or tree nut ingredients, and the factory where it's made does not process them.
Is your Holi powder natural?
Our Holi powder is 98% to 99% corn starch, which is made from corn, a natural plant ingredient. The colourants that give it its bright colours make up the other 1% to 2%, and like most vibrant dyes they are synthetic.
Has your colour powder been safety tested?
Yes. Every colour, including our neon colours, bags and squeeze bottles, has passed independent toy safety testing by a CPSC-accepted laboratory: AS/NZS ISO 8124 in Australia and New Zealand, ASTM F963-23 and CPSIA in the USA, and the Toys Regulations SOR/2011-17 in Canada. Age grade 3 years and over.
Is your colour powder asbestos free?
Yes. It's food grade corn starch and colourants, with no talc, sand or other mineral fillers that could carry asbestos. Independent testing confirmed it: none of the six regulated types of asbestos was detected in any of the colours tested.
Do you have a Safety Data Sheet (SDS / MSDS)?
Yes. Download it from the Safety Data Sheet section above. It covers the USA, Canada and Australia.
Can you supply documents for our school, council or procurement team?
Yes. Email sales@partygoat.com with what you need and we'll help.
